• NEUTRAL (-19 to +19) - Standard interactions
• UNFRIENDLY (-39 to -20) - Tensions rising
• HOSTILE (-59 to -40) - Active conflict likely
• HATED (-100 to -60) - Deep enmity, raid penalties reduced
